In an effort to focus national attention on the need to develop and fund a consistent three-digit information dialing system nationwide, Louisiana-born artist George Rodrigue created and donated an image of his well-known "Blue Dog" mired in red tape. The painting is to be used to represent the need for using the 2-1-1 phone number nationwide. Rodrigue believes last year's Gulf Coast storms demonstrated the need for a single three-digit phone number for information on community services, volunteering and human service information and referrals that would be used nationally.
